Replaces the multi-section dashboard (Queue, In Progress, Batches, Activity) with a single unified PR table inspired by bors. Active PRs (queued/testing/batched) appear first sorted by priority, followed by paginated inactive PRs (merged/failed/cancelled) sorted by most recent.
Adds a summary stats bar at the top showing total, in queue, merged, and failed counts. Pagination at 50 items per page for historical PRs. Auto-refresh JS updated for the new layout.
