1、ci_cache.apply_async 的调用在 db.session.commit() 前，导致ci_cache异步调用时依然缓存了旧的数据；
2、for ci in CI.get_by(type_id=type_id, to_dict=False)，只考虑了当前的CITYPE，未考虑继承了该CITYPE的子CITYPE的情况。
以上建议修复#733
