Move scripts to 'bin' directory

According to http://guides.rubyonrails.org/4_0_release_notes.html#railties-notable-changes

Your app's executables now live in the bin/ directory. Run rake rails:update:bin to get bin/bundle, bin/rails, and bin/rake.

Now some rails-4 scripts fails with errors like:

CASinoApp: Rails 3.x launcher script was found instead of Rails 4.x one.
You need '~/CASinoApp/bin/rails' script to launch Rails server.
Please update server launcher according to Rails 4.x documentation.
