It adds an automatically generated directory to .gitignore. To keep this directory, you must uncomment the following item in docs/conf.py:
Since the directory does not belong in source code control, having it listed in gitignore reduces probability of incorrect addition.

What testing has been done?
I went through the testing and checking protocol as set forth in CONTRIBUTING.md file. Two regression tests failed, which I expected based on my investigation documented in #244
