Commit b5d7ed6 ("igvm_c: switch Makefile to cargo-c (microsoft#94)") introduced `cargo-c` as a build dependency but the README was not updated to document it. Add `cargo-c` alongside `cbindgen` in the dependencies section. Signed-off-by: Stefano Garzarella <sgarzare@redhat.com>
