DX-108149: Add support for CBC and GCM encryption modes

Adds support for ENCRYPT/DECRYPT in Arrow 20
This commit is a combination of these commits:

• DX-108149: Move ECB encryption mode into its own module #103
• DX-108149: Add support for CBC encryption mode #104
• DX-108149: Add support for GCM encryption mode #107
• DX-108149: Change function names to ENCRYPT/DECRYPT #108
• DX-108149: Add support for the padding flag for AES-ECB #109
