Backport of #100
Adds a guard around the galera-agent /sequence_number endpoint which runs
mysqld --wsrep-recoverto discover the Galera GTID for bootstrapping.Motivation
In some cases external tooling may call this endpoint in the middle of a System State Transfer (SST), and the recovery operation may end up writing files to an in-progress datadir and failing.
