This metric was intentionally disabled during AIP-66 development. These changes bring the metric back using relative_fileloc instead of dag_path.file

That is the right thing to use, yes! |
- Include bundle name in the metric so that there is uniqueness if two bundles contain a dag file with the same name. - Normalize the filename to exclude invalid characters for metrics names.
