I've also added some more on/off functionality for openstack instances to allow the user to more easily reboot instances. Similar buttons could be added for the libvirt backend. More support for various reported statuses for instances and the stack itself in OpenStack is needed. |

This completely replaces the old openstackUtils.py with a new one based on the python-openstacksdk as per issue #44
The nova-seria-console hasn't been completely replaced yet.
Also adds the playbook for bionic and changes the playbooks for 16 and 18 to include the python-openstacksdk
The glance image upload hasn't been completely tested yet.
More documentation is required
