Fix intermittent mobile tab bar safe-area background mismatch

Stabilizes bottom tab bar safe-area inset handling by preserving the last non-zero bottom inset and using it for both tab bar padding and drawer-translation interpolation. This prevents transient inset drops from exposing mismatched background shading below the bottom bar.
