Move CLI installation instructions to a separate file, and add update instructions

General comment: I'd suggest moving CLI installation instructions to an external reference file. Those instructions should rarely be required, so consuming tokens uselessly. It might be useful also to add some instruction on how to check whether CLI is up-to-date.
