New Spin release?

We have started using Spin for various developer tasks in Pytorch and we would also like to make use of the recently added wheel command.
For this, a new release of Spin would be perfect.

Additionally, there are a few mostly maintenance PRs in the pipeline that seem almost ready to be merged.

I propose to get the following PRs in and then to cast a new Spin release (0.16?).

• Allow click 8.3.x series, excluding 8.3.0 #297
• [pre-commit.ci] pre-commit autoupdate #300
• Update to Python 3.10 as minimum (3.9 is EOL) #304

Potentially, also #281 could be included, though the status on that and potential downstream impacts are harder to determine; let me know if there is anything I can do to help (if help is needed 😄).
