Document alternatives and define scope of changelist

I think it would be nice to document alternatives to changelist somewhere and how changelist defines its scope in regards to those alternatives. That would help with feature scoping and decision making.

I mainly want a Python version of https://github.com/github-changelog-generator/github-changelog-generator. The advantage is that it is completely automated and adds no additional maintenance burden. For teams with a large developer team and dedicated people to review and improve PRs, they may prefer a more involved system.

I would also prefer to see this project quickly becoming feature complete and then just accepting minor fixes and documentation improvements.
