What's the relationship between the spec / spec-team and the Rust Reference?

I think I can answer this. Eventually once the spec catches up completely with the content of the Reference, I would like to retire it. Until that time, things might be a little messy. Initially, language changes should continue to primarily be added to the Reference. If there is overlap with completed sections of the spec, I will take care of making sure they get synced. Eventually I would see people writing against the spec first if it already covers the area that is being modified. In that case, I'll try to keep them in sync, though there are complications around getting reviewers if I author the content.

an alternative would be deleting parts of the reference that are fully documented in the spec and adding links to them, instead of trying to keep them in sync
