Moving stable in packit-service doesn't wait for specfile Copr build if there were no changes in packit #694
Description
Moving stable in packit waits for specfile Copr builds and moving stable in packit-service waits for packit Copr builds, but in case stable hasn't moved in packit and it has in specfile and packit-service, there is no waiting and one has to cancel container image builds that are pulling in older specfile and trigger them manually after the new specfile Copr build finishes.
