[New Feature Request] ROSA availability in AKL region #175

What are you trying to do?
Enable ROSA HCP (Red Hat OpenShift Service on AWS - Hosted Control Planes) in the AKL (APAC New Zealand) region to support enterprise customer managed cloud service deployments. We have several customers in APAC that have requested ROSA availability in the AKL (APAC New Zealand) region.
Describe the solution you'd like
Add ROSA HCP availability within AKL region. Presently, ROSA HCP is available in all other commercial APAC regions, so this will create full parity.
Describe alternatives you've considered
ROSA Classic would be less optimal for these customers, but could be an alternative if ROSA HCP is not available for this region.
Additional context
We have significant customer demand in New Zealand. We need to be able to provide a timeline to customers, or an alternative if necessary.
