Add CLA to all repositories

We should add a CLA to all repositories, similar to https://github.com/dedis/cothority/blob/master/CLAC for corporations and https://github.com/dedis/cothority/blob/master/CLAI for individuals.

Also add it to the PR template (People need to sign before a PR is merged) and contribution guidelines.
