Add power-saver (SAV) option to RADEON_DPM_PERF*, RADEON_DPM_STATE* settings

I wanted to have more granular control over my iGPU settings. But i noticed that when I am in power saver it grabs the RADEON_DPM_PERF stuff from BAT, but i still wanted to have more power saver.

Describe the solution you'd like

When I am in power saver, I want to have everything I can in power-save state - that means even my iGPU DPM. Like I have mentioned - in the source code, you are setting both RADEON_DPM_PERF_LEVEL_ON_... and RADEON_DPM_STATE_ON_... either its BAT and SAV to _BAT.

The solution would be simple - just add few more lines for the power-saver and maybe set the _BAT as a backup if its not set.

Describe alternatives you've considered

I didn't really thought about some alternatives, because it is really fast and not complex solution.

Additional context

I already tried it on my system, and it worked flawlessly. I would be happy if it was an normal option in TLP and i think some people would also appreciate it.

I'm also curious which parameter values you are using for AC/BAT/SAV.
