Is there any way to statically link the VC++ runtime to exeutable file?

I tried to run it on Windows 2008 R2, but it failed. After installing VC++ runtime, it can run successfully.

I haven't honestly faced a problem like that before, I guess it all depends on how Dart's compiler operates in newer versions.
