Clear or remove TabletLocator when table deleted / offlined

Evaluate whether the client clears or removes the TabletLocator for a table when the table is deleted or transitioned to offline. The TabletLocator keeps a cache of extents in the clients memory for the table, which can be removed in these situations.

#6156 removes a tablet locator for a table when the tablet locator is requested and the table is offline.

When I merged #6156 from 2.1 to main I dropped all the changes. 2.1 will remove the online tablet locator from the client when the table is changed to offline. The main branch has no changes in this regard and still needs to be addressed.
