Add binary search algorithm

Add binary search algorithm code in python and its explanation. Create a folder named 'Algorithms', inside that add another folder named binary search and inside that another two namely - documentation & video.

Note - one can choose anyone of the contribution, either documentation part or video part.
Video - Video means explanation of code while presenting the screen.
