I have quite a few runner-scale-sets at the moment that have def been gone for more than 24 hours and they're still hanging around saying offline. |

I figured out a "work-around" for this, and went through the process of removing old/stale arc-runner instances that were listed as "Offline" (for far greater than 24 hours). The answer is to redo the deployment, presumably Helm chart install, with the same name to the same runner group. It can be a minRunner and maxRunner of 0; this is just to get the runner instance to change from "Offline" to "Online". Then, manually delete the autoscalingrunnersets (this removes the arc-runner instance), followed by uninstalling the Helm chart. |

All unused runner scale sets will be purged automatically after 24 hours. At the moment we do not expose APIs (through
api.github.com) to manage them. It's definitely in our backlog though.
