Minimizing TorchAPI instance in Windows causes latency in game #631

Hello, I have been tracking an issue with LAN latency in game, I have finally traced it down to the state of the actual TorchAPI window. Whether it be just one of my 7 instances or 1 solo instance, minimizing TorchAPI to the taskbar will add at least 15ms latency to each instance. This is happening in GUI and NO-GUI modes. This took a while to figure out, I had initially gave up on it and chalked it up to just a fluctuating issue within Torch or Dedicated.
**This also adds that 15ms latency to any client connecting from outside the LAN as well.
