Replace "Will replace with email_list" recipient_lists

There's a few places where we send emails to a hardcoded list when it should be based on the form. We should make sure to fix this before any sort of deploy.

The email list should already be populating properly in all instances, so this should be an easy fix, but will test before deploy

I don't doubt that, but this way it'll be harder to forget :)
