Interesting Optimization Problems

Creating interesting optimization problems will lead the development of this project. I will add more features to the base OptimizationCompetition class as they are needed for optimization problems. Particularly, I am interested in optimizing game theoretical optimization problems and problems that pertain to the Ethereum network itself such as gas optimization.
