[Bug]: Docker reports InvalidBaseImagePlatform for tag 1.7.90, but latest works

What happened?

if I use 1.7.90 as image tag, but it works if I use "latest"

there is a difference in manifest:

Issue was mitigated by adding using az acr import with the original sha
