[Feature Request] Block External Internet Access

This feature request is for a new setting to block all external internet access for Cloud Shell containers for a particular tenant. Currently, Cloud Shell has external internet access opened by design, which is undesirable for some users with strict networking rules that upload files/scripts to Cloud Shell.
